Direct the action
When a character issues a short command or chooses what a team they control will do they are directing the action. This does not include a character delivering a monologue or having a conversation. A turn is only 15 seconds long, so there isn't time for that. The players are welcome to table-talk, collaboratively planning what form directing the action might take, however. This usually counts as retroactive planning: the characters are better at what they do than the players are at those same skills, so as players we sometimes have to retcon to keep up with our characters. FATE already has a basic premise that characters are well prepared experts with the equipment they need at hand. This kind of table talk is an example of that premise in action.
