Defence modifiers change a defence in a specific way to make it more effective or specialized. For example, damage resistance against kinetic attacks (e.g., specialized armour) reduces the total damage from kinetic attacks. Defence modifiers may also change the type of attack that is opposed, such that it defends an approach or ability instead of resilience. Changing the defence type does not have a refresh cost. Attack modifiers change an attack in a specific way to make it more effective or specialized. For example, an Armour Piercing kinetic attack (e.g., a machine gun with AP rounds) is able to ignore some DR against kinetic attacks. Attack modifiers may also change the type of damage done, such that the attack targets an approach or ability instead of resilience. Changing the attack type does not have a refresh cost. Darkumbra stealth tech uses a combination of nanites, RF jammers, laser interference, Dissonators, adaptive camouflage, and ultra-dark materials to confuse most biological and technological sensors. Applies a three shift penalty (-3PS) against any attack roll that targets cloaked object.

Technically this is a negative attack modifier, not a positive defense modifier. This is relevant for targeted attacks with an AoE component (which often depends on damage dealt).
